Cosmic Awareness and the Petition of Welcome to the Galactic Federation of Star Nations

I received the 2008-6 issue of Revelations of Awareness today. In it was a update concerning the Petition of Welcome, I will copy a portion of the reading.
"It wishes first to congratulate Avaton and all who were involved in the formulation of the petition to the Galactic Federation, for that has already had effect. It has been noted that there is a movement on this planet that is starting to bring togather the conscious awareness of humanity itself towards the invitation to the Galactic Federation, to participate in the affairs of this planet earth, the Terra planet.
As the momentum grows and more and more people come across the petition and sign the petition, welcoming the Galactic Federation into the affairs of humankind, there will reach a point where the Galactic Federation will indeed come in and offer thier services to free mankind from the yoke of oppression that it is now under. That yoke of oppression is the result of secret goverment making agreements with the agents of the Orion Empire. As that level of consiousness is reached that allows for mass-understanding of what has been hidden from humankind for so long, is reached, that there will come that X-point, that point in human consciousness where a majority of humanity gives voice to the invitation to the Galactic Federation, thus allowing it to intervene and become involved directly in the affairs of humanity.
This point of consciousness is quickly being approached and it will not take long for that level of awareness to be reached. This Awareness is supporting this action also, and is bringing IT'S own energies to play in this matter. It is to be remembered that it does not take a volume of people to reach this point of consciousness. It is an X-point, not an actual amount or number, in terms of: 80 percent of humanity must have this consciousness before the Galactic Federation can intervene and involve itself. The actual percentage of humanity that must actually sign the petition is relatively low, for really what occurs is that as a certain point is reached, where a number of people are aware of the petition and of this purpose, that a level of consciuosness will be reached that expands the awareness outwards to the masses."
