Ok so I am in doubt..did Michael Phelps really won the 7th Medal?

I was excited that Michael Phelps has " won" his 8th medal but somehow it didn't seem or felt right.. to be honest..he didn't win that race.

I saw the video over and over,,,not to be obsessed..but my eyes and my heart tells me that he didn't win. So why did tyhey give it to him? People expected the best of him,,, and I guess they didn't want to dissapoint his fan,, they decided not to make a big deal of it.. S
